Every fall, health insurance agencies fight the same war for the same agents — and every year, the agencies that win it made their moves in July. Medicare's Annual Enrollment Period opens October 15. The ACA marketplace opens November 1. By the time those dates arrive, the licensed, certified, appointment-ready agents are already contracted somewhere, and the health insurance recruiters who supply them are booked solid.

This is the complete countdown for Open Enrollment 2026 staffing: what has to happen each month between now and October 15, why the deadlines stack the way they do, and where agencies lose seasons without realizing it. July–August: Source and Contract Your Agents

This is the real hiring season. Everything after Labor Day is catch-up.

The math is unforgiving: an agent needs licensing (if unlicensed), carrier appointments, the current year's AHIP certification, individual carrier certifications, E&O coverage, and product training before their first enrollment call. Run in sequence — and much of it must run in sequence — that's six to ten weeks of runway. A contract signed August 1 produces an agent comfortably ready for October 15. A contract signed September 25 produces an agent watching the first two weeks of AEP from the sidelines.

What to do now:

  • Set your headcount target — then recruit 20–30% over it. Between licensing stalls, certification failures, and no-shows, seasonal agent funnels leak. Operations that hit 50 producing agents contract 65.
  • Run licensed and unlicensed pipelines in parallel. Licensed health agents are the fastest to activate and the most heavily recruited.   • Get comp offers legible and in writing. Experienced Medicare and ACA agents choose between multiple offers in July and August. Clear street-level commissions, override structure, and lead-flow reality beat vague "unlimited potential" postings every time.

September: Licensing, Appointments, AHIP, and Training

September is the processing month — the month where contracts become capable agents.

  • Licensing wraps for career-changers. Pre-licensing coursework, state exams, and fingerprint background checks need to finish by mid-September to leave room for everything downstream.
  • Carrier appointments and certifications stack up. AHIP certification (required by most Medicare Advantage carriers, refreshed annually) plus each carrier's own certification modules take real calendar time — and agents juggling five carrier certs in a week get sloppy. Stagger them.
  • E&O, call recording, and compliance onboarding. If you sell Medicare by phone, CMS rules around call recording and disclaimers are non-negotiable. Bake compliance training into September, not into the first week of AEP.
  • Dry runs beat product decks. The operations with the best week-one AEP numbers spend late September on mock enrollment calls, not more slideware. An agent who has completed ten simulated enrollments handles their first real one like their fiftieth.

Medicare agent recruiting doesn't stop in September — but its purpose changes. Late-September hires should be licensed agents who can certify fast, backfilling your funnel's leaks rather than anchoring your roster.

October 15: Medicare AEP Opens (October 15 – December 7)

The Annual Enrollment Period is the Super Bowl of senior-market health sales: eight weeks in which Medicare beneficiaries can switch Medicare Advantage and Part D plans, and the weeks in which most Medicare agencies write the majority of their year.

Staffing during AEP is about throughput and endurance:

  • Protect calendars ruthlessly. Every agent hour goes to enrollments, not meetings. Daily standups get compressed to minutes; coaching happens in call reviews, not conference rooms.
  • Watch week-one activity like a hawk. Your funnel's true conversion shows up in the first ten days. Agents with empty calendars in week one need lead-flow fixes immediately — by November it's too late to matter.
  • Keep a bench warm. Some percentage of your roster will underperform or quit mid-season. Operations with a shortlist of certified, appointment-ready bench agents (often part-timers or referrals from your own producers) can swap capacity in days.

Hiring during AEP itself is triage, not strategy — anyone you contract now is realistically an ACA-OEP or next-season asset.

November 1: ACA OEP Opens (November 1 – January 15)

Two weeks into AEP, the ACA Open Enrollment Period stacks on top of it. For agencies that sell both Medicare and marketplace plans, November is the highest-volume month of the year — and the month where under-staffing hurts twice.

  • Cross-trained agents are worth their weight in gold. Agents certified for both Medicare and marketplace products let you shift capacity as demand moves — Medicare-heavy in late November as AEP's December 7 deadline approaches, ACA-heavy in December and early January.
  • December 7 and December 15 are your twin crunch points. AEP closes December 7; most ACA plans need a December 15 enrollment for January 1 coverage. Staff your final weeks accordingly, and expect the same end-of-window surge every year.
  • ACA agent recruiting has a longer tail. OEP runs through January 15, and special enrollment periods trickle year-round — which makes marketplace-focused agents your most retainable seasonal hires.

Post-Season: Retention and Year-Round Staffing

What you do in January determines how expensive next July is.

  • Keep your best seasonal agents producing. Special enrollment periods, ancillary products (dental, vision, hospital indemnity), Medicare Supplement (sellable year-round), and final expense cross-sales can carry strong producers through the off-season. Every agent you retain is one you don't re-recruit, re-license, and re-certify in the summer.
  • Debrief while it's fresh. Which sourcing channel produced your top quartile? Where did the funnel leak — licensing, certification, week-one activity? The answers are your next season's recruiting plan.
  • Start next season's file now. The agents who almost signed with you, the referrals that came in too late, the part-time bench — that list, warmed in spring, is a July head start no job board can match.
